Most manufacturers allow you to simply lay the floor on a smooth level surface. However, if there is flex, the base may eventually fail, and will feel flimsy underfoot.
You have a couple choices. If the subfloor is not level, level shower base by spreading floor leveling compound, mortar, plaster or minimal expansion structural foam EVENLY over ENTIRE area where base will be installed. The compound used MUST make contact with the entire bottom surface of the base. This is essentially a fine mortar bed and should be laid with a notched trowel. This approach is described by a number of manufacturers in their installation instructions.
Alternatively, if you will be tiling the floor anyway, or if the floor is NOT level, you can install 1/4 cement board on the concrete and install the base on that. This latter approach is shown at this web page.
