Basement water

My Mother's house in CT with a full basement has a water problem. The basement leaks once the ground becomes saturated. The yard catches runoff from the neighbors yard as well. My thoughts are to have a drainage area dug in the yard next to the house. I can invision somekind of a gravel filled area or pvc pipe system. I am unsure of what this sort of project is called, and who does this kind of work. I think adding yard drainage would be more of a known cost than a repair to the foundation, which would be a question in cost until the job is started. Since money is very tight, the cost of the job must be determined first. Any thoughts would be appreciated. Thanks
