There is an easy way to do this if the wiring is in place. Typically there would be a white, black, red and bare wire in the box. Bare wire goes to the green ground screw. White wire goes to the wide prong; the silver colored screws.
There is a small tab connecting the two brass screws and you need to break that off with pliers; that separates the two outlets. Connect the black wire to the bottom brass screw and the red wire to the upper brass screw.
Obviously you do all this with the power off. Then turn the power back on and check the two outlets with a plug-in tester. The lower one should be on and the upper one switched.
If you don't have both a black and red wire - or two blacks - you need to call an electrician.
