Post Tension foundation problems

We found our builder 'forgot' to have any soil samples or design engineering for our Post Tension foundation. (Production Builder) We have found one unstressed tendon that broke when the supplier tried to stress it after 5 years, one tendon too deep found by core sample, no other tedons or re-bar found by our Geotechnical Engineer. Our foundation has been labled by our Engineers as "economically uncorrectable", and, "extremely non-uniform and below industry standard". We are experiencing cracking and separations both exterior and interior from the Houston, TX "gumbo" as the soil is referred to.
Any suggestions as to what should be done?
