electrical 3-way switch problem

On a 3-way switch circuit the 'off' traveler wire reports ~23 volts. (I would expect 0 volts). The switch (and an alternate switch) tests OK. Shorts were NOT found on the wires. Where's the 23 volts coming from!? Thanks, Jack
