Preping drywall for paint

After removing wallpaper from three rooms, I realized that the paint underneath the paper was cracked and peeling...at least 50% of it. With a lot of effort some of the remaining paint can be removed(I spent 10 hours on 1 wall). I tried sanding down and painting over the remaining paint (in a test area) only to realize that it "dimpled" on the remaining paint. Any ideas on how to make this jobs seem less formidable. I'm sure it will be Christmas befor I get those wall preped otherwise.
