I can help some. No, mounding dirt will not work. The water seeps in from under ground when the water table rises (like digging a hole in the beach at Galveston. I did find a way to put in a sump pump, but that seemed like a jerry-rigged fix, and would not work right unless you could grade the ground so that the water pools in all the same place.
