Seems to me that your remodeler is suggesting the worst option. consider-
there's no advantage to be gained. You can spend the time, $, and materials to hang and finish new drywall, and have a new but questionable surface (1/4 will sag, new possible failure points at seams, corners, etc)
or- a couple quick skim coats will smooth the existing texture, ready for whatever new look you want.
or- do nothing. many new textures will completely hide whatever was underneath. no prep needed.
