Temperature Pressure Relief outlet on water heater

Our water heater's TPR valve is connected to a pipe that is angled about 12 inches above the tank, bends to follow a wall about four feet, goes to the outside, and then is connected to a vertical pipe that ends about four inches below floor level, emptying onto our patio. Aside from its aesthetic problems, is this a safe or effective outlet for the pressure? It looks very different from the drawings I've seen of the recommended outlet.
