Do not tamper with the TPR valve! The water heater is the most dangerous appliance in the house, especially if this valve isn't on it, or isn't working. I have no idea, based upon your description whether you are referring to the TPR valve, or a power vent exhaust, or a cold water faucet. Call a professional, the TPR valve is a very serious issue. It cannot properly be answered in this forum without review, especially without better details from you.

I have never heard of a TPR valve used in the fashion you describe, so there is a chance I'm wrong, but I'll err on the side of safety here.
