Stair runner attachment over carpet.

My Dad used a wooden dowel through eyescrews. It worked great, for cleaning, every once in a while, we'd pull the dowels out and vac the entire thing. He stained them and never used any varnish, but we had brown carpet, so there was room for error. In your case, painting a metal rod sounds like it could get scratched by the eyebolt. Your call.
