I have applied drywall over drywall when painted surfaces were crap., 3 coats here, 6 coats there. There is nothing wrong, but i would never use 1/4" on a ceiling, use only fiber reinforced 5/8" ceiling rock, and use screws that will penetrate the joists above a minimum of 1", or screws 2 1/4" long or greater.

The downside to doing this is there will have to be nailers applied in the attic above if your c.j.s are on 24" centers. If you don't do it, the ceiling will sag because it won't be supported by the wall rock. Removing the ceiling may not be a great option and is a huge mess.
