We had the same problem with solids. It would sometimes take two or three flushes. We ended up buying a new toilet. It has a large tank and two flushing capability. If you push the handle and release it a smaller amount of water is released. If you hold the handle down a larger amount of water is released. We have not had a problem since we replaced the toilet with this model. It is a Kohler brand unit.
