Laura, precut and pre routed stair treads are available at home centers. You can cut these to width, and don't forget to add the overhang amount, then prefinish the new treads. When you install them, you just take the old one out, cut the new one to length, and install the new one.
You might buy the wood and mill yourown if you want to save a buck or two, but you probably will not save much. By prefinishing, you can work as slowly, or apply as many coats of polyurethane, as you wish without having to worry about use of the stairs.
There are some stair systems that are installed with shims from underneath and this does make harder the prefab and prefinishing plan since there is some sophisticated router set-up equipment required. You will want to check this out before starting. This will require access to the bottom of the stairs and you will see that the treads will be installed in vee shaped slots in the stringers with shims holding the treads in and up.
