Where the drywall has come up with the wallpaper, you will need to cover with spackling compound. Wait for this to dry and sand smooth with fine grit paper, use 120 grit. When this is done, paint the surface with a good primer to match the paint that you will apply, Oil base or latex. Then paint your wall the desired color and apply your border.
