You don't need rebar for this, but what is always a good idea is to put down pea gravel or traffic bond. It actually strengthens the patio and if it ever has to be taken out, it makes that job much easier.

As for the expansion joints, don't put the felt anywhere but on the outside (if it's up against a house etc.)

For the joints interior to the patio you can either float a joint in it or wait 24 hours and cut the joints in the concrete with a carborundum blade in a circular saw.

If you wait 24 hours to cut the joint, KEEP THE CONCRETE WET while it's curing for at least several hours before you cut the joints.
Concrete is exothermic (releases heat) as it cures and the thicker or more interior portions will cure faster due to the build up of more heat. The water helps the whole slab cure at roughly the same rate.

Joints in a patio should be about 4 square feet - if you're in a cold climate. Otherwise you can cut them at about 7 to 10 feet intervals.
