I agree with posts before me. If your siding and exterior and interior window trim is in good repair, then replacement sashes are an excellent way to preserve that integrity. I've used Marvin's tilt-pac kits with exterior clading. Result was excellent. Except for the warm, draft free experience, the outside looked exactly the same.
