Depends some on where you are. To be stable, the foundation for this will have to go below the frost line. I would use a poured concrete footing and concrete blocks to build up the sides, with brick facing. If this will cover more than one foundation vent, you may have to make openings in this new structure to allow air flow.
Not being able to see this, I am having to guess some. But with the solid sides, then a concrete slab would be supported. You could pour it on dirt, using some rebar, and if the dirt receded, the slab would be self-supporting. Was this post helpful? Yes: or No:
