I'm not a mason, and I didn't stay in the Holiday Inn express last night, but I have applied the mortar cap on a chimney on occasion. Never even heard of using tar paper. Be sure to clean the brick surface (TSP) and apply the mortar to a dampened brick to provide better adhesion. Use a fairly thick mix so you can shape the crown. You want it to slope down from the center to the sides and stay in place. Mortar is not waterproof, but all you need to do is shed most surface water. Mortar would not stick to tar paper without a metal lath, and I can't imagine doing that.
