Call your county housing authority.
Most counties run programs to repair the properties of low-income/elderly homeowners.
These programs are Federally backed and offered at no cost to the owner.
The only stioulation is, you cannot sell your home within a certain period of time (uusually 5 years) or if you do, you must satisfy a lien placed on your home by the county in the amount of the work that has been done.
This is a feature of the program so that unscrupulous owners don't simply get their homes improved for nothing, then turn around and sell the home for a profit.
After 5 years, your title is free and clear.
Repair work is generally limited to roofs, insulation, windows, doors, and foundations, heating systems....but can include just about anything under the proper circumstances...
