First shut off all the power to the house.
Remove cover from outlet.
Unscrew the outlet from its box and pull it out.
Then with a can of expanding foam seal the holes in the electrical box. Use very little as a little goes a long way.
Replace outlet.
Caulk around drywall to the electric box and replace cover.
It should take half a day to do a whole house.
Note that the foam will harden in tube so you have to move fast.
