Is it orange peel??

Bart, there are two things that might be and it depends on the size of the circles. Bigger circles, say the size of a dime to the size of a quarter are called "fisheye". This is a result of silicones on the surface. It's impossible to detect and requires a stripping of the finish, then a really good wipe down with naptha or a similar solvent, then you can finish again and pray. The silicone comes from cleaning products.

What I think that you have is called "orange peel" because it looks like the surface of an orange. There are several causes but either sanding dust or the poly being too thick are possible culprits. The good news is that this is easy to fix. If you have only applied one coat of oil based poly, sand lightly, vacuum the surface and wipe it down with a tack cloth, thin the oil based poly, and apply another coat of thinned poly. I keep mentioning "oil based" because this is the usual culprit for this problem. It can occur with water based but the fix is slightly different. If you have applied 3 coats of oil based and still see the orange peel, wet sand the table with a sanding block where you can use one and then wipe it off with a damp rag to get up the dust. Do not break thru the surface of the poly into the wood with the sanding. You can then apply another coat of thinned poly, if you want it glossy, or if you just want a nice sheen, apply a coat or 2 of Johnson's Paste wax.
