You can buy something ( I can't think of what they are called right now) that all you have to do is remove the cover plate for the switch or outlet, install the insulating thing and replace the cover. The are usually found with all the weather stripping materials in the building supply stores like Lowes or Home Depot. I think the main manufacturer is called Frost King.
