A problem w/replacing an electric baseboard heater

I am replacing a 220 electric baseboard heater for my fiance but when I hooked everything up, I discovered that it doesn't work. I then put a voltmeter to the wires extending from the wall and discovered that one leg has electrical current but the other doesn't. Does this mean that I am dealing with a bad breaker switch? What is the protocal for locating and consequently repairing the break in the line?
