Close Foundation Vents in Winter?

We moved to Portland from Sacramento this summer. The 2-story (with crawl space) house we purchased has a lot of vents in the foundation. The previous owner left a box of vent blocks (plastic or styrofoam). It is expected to drop to around 20degrees this weekend here. Should we put these in to prevent cold from getting to the pipes, etc. I have read that you are supposed to leave the vents open year-round so am confused as to what to do. Any help is appreciated.
