Tax inspector

My mother rec'ved a letter in the mail notifying that a tax accesor was going to come threw the neiborhood wanting entrance into house to access for tax.... She has been there for 20 years & have no improvements to hide... All the neibors are going wild, most have finished basements ETC..

Do these people have the right to enter ?

If told no you can't come in, are they gonna pull a majic # out of a hat to add to tax base, assuming your hiding somthing ?

What rights do we have as homeowner,, and what rights do they have to jack up your taxes ?
