Filler strip

I guess I am confused...if I am starting in the corner, what is the difference if I start with my cabinet or if I start with a filler? With the layout of my kitchen, I have a space between my sink and the corner wall of 36 inches....we plan on installing a 24 inch dishwasher, that leaves 12 inches...we wanted a set of 12 in drawers as well. We were told that would not work, we had to install a 3 inch filler strip next to the wall and with the remaining 9 inches we could put in a 9 inch pull out pantry....why can't we just install the 12 inch drawers and no filler??
