This dryer connection is probably protected by a 30 amp breaker. 220 volts and 30 amps will give you about 6600 watts, which is the equivalent of about 22,500 btu per hour.
In a well insulated atteched garage this would probably be enough to keep the chill out and to keep the area above freezing, depending on where you live.
The least expensive route would probably be electric baseboard heating. A forced air electric furnace would be more expensive, but would give the advantage of circulating the air.
Follow all building codes, and remember, electric heat is not cheap! It would probably cost you anywhere from 50 cents to $1 and hour to run this system on a continuous basis.
