The problem is that a lot of rattan or wicker isn't rattan or wicker. These are natural cane materials and will take about any kind of paint. Since they may have been sealed, they may not take stain well and it's stain that makes the pickled look.
But a lot of what is sold as rattan or wicker is really rolled up paper and this may not take water based finishes well. There is also stuff sold as rattan or wicker that is actually plastic and it doesn't take well to water based finishes either.
One other problem is that you really need to spray a finish because of all the space in the woven items. A brush will not get in all the areas you usually need to reach. At the same time, refinishing is usually impossible also.
With all of this said, if you have the right material to work with, apply paint or stain in the right way for the material that you have, and choose the right kind of paint or stain for that material, it can be done.
