A fan forced heater would be your best option in a garage. The heat from baseboard heaters, without using a ceiling fan, has a tendency to stratify. A few manufacturers make a little fan forced unit heater in the 250.00 range that can put out as much as 5700watts or just under 20,000BTU/H. Another good option to consider is radiant heaters. That would offer you spot heating.
