The new layer of grout will adhere to the old just fine. It is not necessary to use any bonding agents. Grout is a very fine cement with color pigment so it is very adhesive.
Since your grout in new, it it porus and the new grout will bond to it just fine.
When you do go over the grout, 1st make sure the floor is clean and dry. Mix the grout per instructions and let it sit about 10 min. Apply to floor being as neat as possible, removing as much of the excess with the float as you can. Let the grout sit about 5 min. before you start to wipe it clean. When sponging grout off, do not scrub it off, gently wipe it off it 1 light motion. When I grout 12 inch tiles, I will wipe them off 2 tiles in 1 pass, flip the sponge over and wipe the area off where I left off, then rinse out the sponge. You want to leave as much grout in the joints as possible. You can come back to the floor the next day and cheese cloth off the dried up excess.
Once it is done and you are happy with it, don't forget to seal it!
