what is the proper way to fix it. we had few contractors comeing to gave us quotes, and they all have different ideas. We believed fix it from outside will be the right way. One contractor wrote to use oil based UGL DRY LOC WATERPROOFING, while others use tar. What is the correct or best way to clean this mess? Please help!
