Use a pressure washer to do general cleaning. Paint may be removed with a water soluble chemical stripper or sandblasting. Spot treating with the chemical stripper then power washing should solve the problem. You should get pretty good results with this method, and gasolien powered 2400 psi pressure washers are available for about $300. Nice new toy.
