Rotten Seal Plate on Brick Home

How would a person go about replacing a floor sill? Do you jack the wall up some how to replace the band, and the sill or plate that sits on the block foundation? I discovered a section of seal plate that was rotten while replacing a rotten floor joist in our kitchen... The secion of damaged seal plate is maybe 3 or 4 foot in length at most and is located near the craw space entrance... I suspect damage was cause by the access door that was in bad need of repair when we bought our home some 7 years ago... The house is aprox. 25 years old ... Your advice / help is appreciated!
