Mold/mildew may grow in damp basements without having a water leaking problem. In these cases mold grows because of condensation of indoor humidity on the cool concrete surfaces. This is similar to condensation on a cold can of pop. If you don't have flooding, check the %RH with a humidity meter, Wal-Mart or thermastor.com for$15. The indoor %RH should be less than 50%RH to prevent mold growth under carpeting and behind wall coverings. If you have water leaking in, the leakage must be stoped as discussed by "homebild". After the leaking is fixed, you must maintain <50%RH or mold will continue to grow. Leading basements renovators include dehumidification as part of their fix-up.
