Changing Formica Top

To paint laminate, sand it to cut the gloss, prime with Zinsser's Cover Stain, and then paint. But a painted surface will not be very durable, particularly if you do a faux finish. You will have to protect it with several coats of a clear finish. And even then it will have to be used carefully. To apply ceramic tile - which would be a lot more durable - sand to cut the gloss and set the tile with latex modified thinset. It would be better to lay down 1/4" Hardibacker first. You set that in the latex modified thinset and screw it down every 8" each direction. You will have to remove the sink to do this. Read the tile topic on my website for more information on this.
