I'd first have to ask how you tried draining it. You must either open the cold water valve to let water in or open hot water faucets in the house to let air flow back or it won't drain too well especially with a hose attached. If you know how to replace an element then you can remove the bottom one and look inside. I've seen them fill up with calcium deposits but it takes a really hard water area and normally if that has happened to the extent the element is frying you just replace the tank. Although that's not fun since with that much crud in it the tank remains very heavy even with the water out! On the other hand if it's just some rust try draining it and then opening up the cold water inlet - the rush of water will stir up smaller accumulations. You can also unscrew the lower faucet and insert a hose to flush it out from the bottom.
