water pressure

I am about to buy a house that is over 100 years old and three stories. The water pressure is very low and the inspector suggested installing a water pressure valve. The seller's plumber says that this would be a temporary fix and the pipes may burst later if we don't replace the pipes leading to the street. The Plumber(a friend of the seller) says it it will cost $1000.Does this seem right?
