Nicotine stains on latex walls

Hi,

I have a rental house that was treated to a fresh coat of paint just before my last tenants moved in. Three of the people living there were heavy smokers.

On a number of the walls, you can see the outlines where furniture was placed against the wall and photos were hung. The covered areas are all lighter than the rest of the walls due to tar and nicotine buildup.

The house also smells very strongly of cigarette odor.

Is there anything that will remove the stains on the walls. The walls were painted with Lowe's brand "One and Only" washable latex paint. If I end up repainting, do I have to apply something like Zinsser's or Kilz to hide the nicotine?

What can I do to remove the odor of cigarettes? Only the bedrooms are carpeted.
