Mike the walls and ceiling can be washed with tri-sodium phosphate or a gentler version of that called Dirtex. Both of these should be available at your home center in the paint department. These are not expensive but you will want to wear rubber gloves when using them, particularly if using TSP. If you rinse well, using a wet but not drippy sponge, for the first rinse, and less wet additional rinses as required, you should be able to get the smoke off the walls. Follow the label directions for mixture amounts and safety instructions. I'm not familiar with that particular paint, but you should be able to wash it OK. If it's a concern, test it first in an out-of-the-way location like inside a closet.
Since you might want to clean the carpets for the new tenents anyway, a "water then vacuum" type cleaner, or preferably a steam cleaner, should take care of the carpets. Wood floors can be cleaned with Dirtex or TSP, again following label directions. For my money, TSP is best for outdoor cleaning and spending just a little more for Dirtex is worth it for inside.
