HOT HOT Baseboard (2 Questions)

I just installed 2 new 220v baseboard heaters on 1 thermostat. 2Pole Breaker going to thermostat then out to 1 heater then that heater to the other. 6ft and 4ft. Even when the thermostat is on 55 and the room is 70 degrees the heaters get extremely HOT! I mean to hot to touch. The thermostat is on an interior wall. The drywall is even getting hot from the heaters. I also have older 220v heaters that do not get that hot. My questions: 1. Any suggestions to why they get so hot? 2. How do I know if the older heaters are still good?
