What kind of use are you planning for this former bomb shelter? If it is just for occasional use, as in storage or as a storm shelter, you might do as I did several years ago. I had a basement which was only accessable from an outside door. I cut a hole in the floor of a closet, built stairs and made the cut-out into a trap door hinged at the back side with a handle on the front.
