Cinder Block house

I recently purchased my first home. A small 3 bedroom cinderblock house. It's a rambler built on a slab of cement. Approximately 1200 sq. ft. Well I found out after in January after I moved in that the walls of the home are not insulated. My electric heating bill is very high and I would like to cut that cost. I called an insulation company to come out for an estimate and found out that I couldn't blow in insulation because the 2 x 4's in the wall were framed with the 4" flat against the wall so there is no room for the insulation to be blown in. I was told I could insulate from the outside of the house and then reside and that would add value as well as take care of part of the problem. The other part would be to install gas heat. I don't know which to do. Should I do both? Which would be most beneficial? Who should I call?
