Certainly the overflow can leak, it must be held to the side fo the bathtub and the gasket in between could be bad or it just may be loose. However with baths the water pressure on the tub drain is greater than with a shower so the lower tub drain may be dripping. Is there an inspection panel on that end of the bathtub?
