There should be a vent right at the floor for the cold air to return during the winter. If it is higher, cool or cold air will pool at floor level.
In addition, there should be a warm air return at the ceiling for air conditioning during the summer. This will allow the room to equalize and keep warm air from pooling near the ceiling.
The floor return also should be of the Hi/Lo design that can be opened in the winter and closed in the summer.
Over the years I have seen builders cut corners and just install one return. (Cheap!) Some even install the return 1/2 way up the wall! Ahh.. nothing better than sitting down on your couch and having the return air breezing past your ears.
