insulating exterior walls

I am remodeling a house that is 97 years old.
The location is Houston, Texas.

There's lap-board siding on the interior and exterior. I had to demo the 1/4" drywall on the entire interior walls.

The architect is telling me that there is no need to insulate the exterior walls.

We had to demo the existing exterior in order to place new Hardi-Plank siding.

I just do not agree with the Architect that insulation is not needed. I may be wrong, but he is saying that the walls need to "breathe"..., and I'm telling him that there needs to be a thermal barrier for air conditioning.

Can you help me with this?
