ceiling cables were originally stapled to the face side of the drywall/wallboard on the ceiling, and then embedded in 2 coats of plaster or special "Radex" heat compound. The embedded plaster layer is approx 3/16 - 1/4" thick, and usually only 1/8" in - to expose the wires. The installation instructions call for the cable to be stapled no closer than 6" to outside walls, light fixtures, ceiling vents, etc. To locate the heat cables, there are 4 methods:
1)take a water mister sprayer, spray a fine coat of mist on the warm cables, the ceiling will dry first in strips over the cables
2)use a non-contact IR thermometer, the cables when heating will be 5-15 degrees warmer than the spaces
3)Use an open face amprobe (Fluke T5-600) when laying flat on the ceiling, it will register apmerage of .1-.2 directly over the wires
4)Decide where the light will go and make a mark. Start scratching the plaster out in a line until you expose a wire or go 1-1/2". Scratch the plaster off t a depth of 1/8" starting at the base point, in a 90 degree right angle from the first direction. Continue until you expose a wire. reverse direction and scratch the opposite direction until you've gone far enough to install the ceiling box.

Typically the wires will be 3-4 inches apart, but as close as 2" and as far apart as 6".

You may cut a wire and need a splice kit to re-route it, to keep the heat system working.
