Are there any simple bathroom repair methods?

HI,

I just moved into an apartment where the bathtub has chipped / cracked paint near the drain. The drain is old and rusted. The spout and handles look mildewed and chewed. The counter is now a yellowish / brownish color instead of its original white. Is there anything that I can do to inexpensively cover / repair these items myself? The apartment owners are way too cheap (I've already asked)

Also, how do you stop a toilet that constantly runs to fill the basin with water? I've double checked to make sure that there are no gaps and that the chain is long enough but it still runs every few minutes.
