Is the window painted with an interior paint? If so try painting with exterior paint ( will accept the environmental changes better) and ensure all surfaces are covered in order to prevent moisture wicking into wood and settling on lower sill plate causing expansion contraction. Also check to see that outside air or water is not leaking inward through faulty exterior caulking.
