Another problem the former idiot owner has caused

The end of October, I had written about how the former owner of the house had glued foam backed shag carpeting to oak hardwood floors in a 100+ year old Victorian. Then you helped me figure out how to remove 3"-4" nails from ceiling joists because he sure as heck didn't want his ceiling tile falling down. I'm happy to say that that particular room is finished, with one more exception. Apparently the idiot in question had removed wallpaper at one time or another, and hadn't bothered to wipe the little pieces of paper & glue off the woodwork. I've tried warm, soapy water, warm vinegar water, and even tried scraping it off with a dull kitchen knife.

Any suggestions as to how to get this crud off without ruining the original finish of the oak woodwork?
